方法一：配置只通过密码方式验证

telnet server enable

#console 不启用认证
user-interface con 0
 authentication-mode none

user-interface vty 0 4
 protocol inbound all
 set authentication password cipher your_password
 authentication-mode password

方法二：配置用户名+密码认证

stelnet server enable
telnet server enable

local-user admin password irreversible-cipher your_admin_pass
